At home, I'd prefer to go all Linux, but my Wife isn't ready and my hobbies are tied to Adobe Photoshop and Sony Vegas which are pretty much exclusively Windows (at least my licenses are for Windows). 2GB of RAM should be okay, especially if you turn off a lot of features and visualizations. Even on Windows 7 low end boxes, I would often turn off visual effects to speed them up. Nice! I have a little $8-$10 16 LED outdoor solar light. It uses a 3.7V Lipo and has the LEDs on a separate board, along with a PIR. I would imagine their Current ratings are in line with the intended use: Laptop batteries. and I agree about charge/discharge rates. I haven't looked much into the 18650 cells but have a range of LiPo packs for quadcopters.... Do the 18650s have a C rating on them?
