Am I totally mistaken here ?
I think i read that choosing a PLLM value where the clock ends up being 2MHz would produce less jitter than selecting one that ends up being 1MHz.
If the above is correct, you might try to redo the Clock/PLL settings before comitting to the repos.

Try using pull down resistor for PA10 pin.

I just toyed around with a F401 Blackpill on linux, and initially i had issues getting into BootLoader mode.
Press RST+BOOT0, then release RST , and then release BOOT0.
Seemed strange, as i have done that many times on a F411 Blackpill.
It was a F401 Blackpill just taken out of the "bag" - No pins ...

Afaik MCP2515 is a SPI driven Canbus controller.
Doesn't the F407 have a built in canbus interface available ??

Well this day went totally cortex + FPU :)
But at lest i got BLACKPILL_F411CE implemented in the ST Core @96MHz + ART Enabled
