Arduino for STM32

i'm don't even know if i am behind a proxy or not, its just a new pc with everything on default settings

What can i do to fix that?

i do have an error. whenever i open arduino ide it says
"Error downloading https://github.com/stm32duino/BoardMana ... index.json"

I'm using arduino ide 1.8.19 on windows 10 and i have added the following url in the additional boards manager URL's

https://github.com/stm32duino/BoardManagerFiles/raw/main/package_stmicroelectronics_index.json

What am i doing wrong? because i installed the stm32 core in the same way on another ...
