Yes that is normal.
As you could see on GitHub page (README.md) all the generic L4 supported are from 2.0.0 release. That's why you didn't have them with 1.9.0.
2.0.0 should be released this week.

Currently no USB host is supported by the core. A PR introduced this for Mass storage but always a WIP and doesn't not covered HID but a least USB host library is now accessible.

Which environment you used ? Arduino IDE ? Using HAL_UART_MODULE_ONLY is the correct way but it seems not take in account during your build. i think that java-loader.jar app's key use isn't quite USB DFU, but to send that DTR 1EAF 'magic' command to the core to trigger a reset. Right the biggest catch with c/c++ based compiles is, they are normally build with respect to a particular os and release. and is possibly even dependent on patc...

Well I agree the target is Arduino IDE.
Anyway, I would simply fix the issue and removing the maple_loader.jar seems the best solution. Implementing an upload_reset binary for windows and managing the upload thanks dfu_util (like on Linux and Mac) would aligned the method and simplify.

Anyway the proposed solution seems not complete (See https://github.com/rogerclarkmelbourne/Arduino_STM32/pull/846) nor compatible with other IDE (Ex: PIO or Eclispe +Sloeber) as they are using the Arduino Java. The board has no LED_BUILTIN defined which could simply means it does not have USER LED. That's all. For Arduino it seems the easiest way is to use DFU.
