Blue Pill SMT32f103 does not boot from reset unless heated up

Hello all,
I have an issue with my most recently received Blue Pill SMT32f103c8t6 boards. They work totally fine except when trying to perform a reset (to enter a flashed bootloader or otherwise). The chip does not seem to boot when I hit the reset button.
However, I have found that heating up the MCU with a heatgun for a couple seconds alleviates the issue! While the chip is warm it behaves totally normally and can reset to the bootloader I have flashed.
Is this an issue of the internal oscillator? Is there any chance of actually fixing this? I don't think it is the external xtal because I tried heating each part separately as much as I could.
It has been a total pain trying to find boards that run my multiple projects flawlessly.
