You can also do the same in the new version of the Arduino IDE, but the folder you need to access is more hidden. You can find more information in the *Board platforms and cores* section at the following link:

Basically, you need to do the same as in version 1.8.x, where you pasted Roger Clark's files into the "hardware" folder. Just keep in mind that the "AppData" folder is usually hidden by the system, so you won’t normally see it. I also recommend deleting the other STM folders, such as STMicroelectronics, which is created when downloading via the Arduino Board Manager. This prevents you from selecting the wrong board in the Arduino IDE. To use Roger’s files, you should select the "Generic STM32F103C series" board and not the "Generic STM32F1."
