stm32f411fe for dcc++ control

as anybody used the stmf411fe board for dcc++ control.
as anybody used the same board for current sense and control.

I didn't know DCC++ before. I've made some googling and found what is it.
I don't know if someone already do this but I guess a library or a code can be reused or ported.

Timer part could be moved to use the HardwareTimer.
